Carina Cockburn is a Director of Fusion Consulting for over 15 years a Business Development Consultant and an
Economic Development professional with over 20 years’experience in the public and private sectors including Directorships at several public & private entities. Her core competencies include Portfolio Management, Project Management, Business Process Reengineering, Strategic Planning, and Change Management.
For the past 10 years, Carina has served in a variety of positions at the Inter-American Development Bank. She has also worked extensively across the Caribbean region as a project manager and consultant, including assignments with the Lascelles Group and Prime Asset Management in Jamaica and the Sagicor group in Barbados. She has worked with the Canadian International Development Agency (now DFATD), the UK’s development agency DFID and also served as the Technical Advisor to the Minister of Finance in Jamaica.
Carina is a Jamaica Rhodes Scholar(1997) with a Master in Business Administrationand a Master of Science in Economics & Social Historyfrom Oxford University. She also holds a Bachelor of Science degree in Management Studies from the University of the West Indies where she was the Valedictorianof her Graduating Class (1994). Carina is also a Project Management Professional (PMP), Certified Scrum Master (CSM) and a Co-founder of a non-profit, born 15 yearsago designed to better prepare young people for the world of work. She started the firstmentorship programmefor thePrivate Sector Organization of Jamaica (PSOJ) in 2008 through hernon-profit Youth Programme.

Dr. Winston De La Haye
Consultant and Senior Advisor
Dr. Winston De La Haye is Deputy Dean, International, and Alumni Affairs in the Faculty of Medical Sciences, UWI, Mona and a Consultant Addiction Psychiatrist at the University Hospital of the West Indies. He completed his MD at the University of Pecs in Hungary, his Postgraduate Degree in Psychiatry at the UWI, his Masters in Public Health at the Johns Hopkins University and a Fulbright Fellowship in Substance Abuse Education, Prevention and Treatment at the Johns Hopkins University. He is an Internationally CertifiedAddiction Professional, a Global Master Trainer of Trainers in the Treatment of Substance Use Disorders and a Member of the International Society of Substance Use Professionals. Dr. De La Haye is a Past Chief Medical Officer in the Ministry of Health, Past President of the Medical Association of Jamaica, Past President of the Jamaica Fulbright Alumni Association, Past President of the Jamaica Psychiatric Association and Past Union President at the UWI. He is a Past Chairman of the Bellevue Hospital Board of Management, Past Chairman of the Board of Supervision in the Ministry of Local Government, and Past Deputy Chairman of the National Council on Drug Abuse.
Dr. De La Haye established the Medicinal Cannabis Unit in the Ministry of Health in July 2017, supervising the registration of over 81 medicinal cannabis products in Jamaica. He is the Principal Investigator of Clinical Trial using specific medicinal cannabis extracts to treat cancer pain at the UWI, Mona.
Dr. De La Haye is a former Captain in the Jamaica Defense Force and has been a consultant to Fusion Consulting for over a decade.
